Abstract
Leadership remains one of the least understood phenomena within the field of public administration, mainly because it has not been a focal point of public administration scholars until recently. Instead, scholars, for the most part, have approached the leadership of public organizations only indirectly under larger topics such as organization theory and behavior and public personnel administration. Thus, most theories within the field of public administration remain underdeveloped, and the potential exists for more scholarly research.
