Deriving the Galaxy Cluster MOND Enhancement from 7D Vlasov Dispersion

Abstract
Addresses the galaxy-cluster residual in baseline MOND. Extends CGT to 7D with two Planck-scale dimensions and a Vlasov/collective-mode picture. Hot plasma supports collective W-modes that activate additional cross-coupling channels; cold stellar systems do not. Channel counting yields a $\sqrt{3}$ enhancement. Validated against X-COP data (7 clusters).
