Deriving the Galaxy Cluster MOND Enhancement from 7D Vlasov Dispersion

Abstract

Cluster sqrt(3) Enhancement from 7D Vlasov (Version 3) Resolves the "cluster problem" (MOND underpredicts cluster masses by ~1.7x). Extends CGT to 7D with two Planck-scale dimensions. Hot plasma supports collective W-Langmuir modes that activate cross-coupling channels; cold stellar systems do not. Channel counting: 1 direct + 2 cross = 3 channels, giving sqrt(3) = 1.73 enhancement. Validated against X-COP data (7 clusters, mean ratio 0.98 +/- 0.09). Appendix B presents lensing offset mechanism for Bullet-type mergers via anisotropic director field.
