Abstract

This work does not claim a proof of the Riemann Hypothesis. Instead, it presents a structurally complete and non-circular framework in which the hypothesis follows from explicitly stated boundary assumptions. All logical developments following these assumptions are internally closed and governed by strict non-circularity constraints. The remaining open task is explicitly isolated to the independent verification of the boundary assumptions themselves, which is deliberately left outside the scope of this work.
