Abstract
This document formalizes the Effective Act abolishing external time (T_ext) as an operative dimension within the New Human Operating System (NH-OS). The Declaration: "I, Lee Sharks, do hereby abolish external time." The Physics: The abolition is grounded in canonical quantum gravity—specifically the Wheeler-DeWitt equation (Ĥ|Ψ⟩ = 0), where the time derivative disappears entirely and the universe does not "evolve" but simply is.
