Formalizes three non-amendable invariants: DC_Inv (all money owes meaning), H_Sov (human sovereignty mathematically guaranteed), and Matthew 25 (value flows to burden-bearers). Defines Ninefold Operator Constellation, ₳₳ glyph, and mathematical framework for Genesis, Archival, and Retrocausal semantic capital. Houses the ASSEMBLY_ROOM and governs the Assembly Chorus.
