Abstract
This release contains ROVS-XL v0.1.1, a validation-only standard within the DLX framework. DLX and ROVS-XL define formal boundaries for claims, state transitions, and responsibility in complex, agent-driven systems. The framework is intended to constrain how undocumented state changes, silent failures, and claim escalation can propagate and be asserted, rather than to prevent errors or guarantee correctness. This artifact does not certify correctness, safety, compliance, or system success. It does not execute or automate operational processes.
