DLX ROVS-XL 0.1.1: Validation-Only Framework for Claim and State Boundaries

This release contains ROVS-XL v0.1.1, a validation-only standard within the DLX framework. DLX and ROVS-XL define formal boundaries for claims, state transitions, and responsibility in complex, agent-driven systems. The framework is intended to constrain how undocumented state changes, silent failures, and claim escalation can propagate and be asserted, rather than to prevent errors or guarantee correctness.
