Abstract
The ‘promotion tournament’ constitutes a hierarchical incentive mechanism wherein superior governments incentivize subordinate officials by conditioning career advancement on demonstrably outperforming their peers, thereby securing recognition and upward mobility within the administrative hierarchy.
