One Topological Constant Predicts Thirteen Physical Domains: Fractional Dynamics on an 11-Node Graph

Abstract
A single topological constant, alpha = 6/5, derived as an exact eigenvalue of the normalized Laplacian on an 11-node Sephirotic graph, generates zero-parameter predictions across thirteen independent physical domains: neutrino oscillations, galactic rotation curves, EEG cross-frequency coupling, transferred potential, LHC dijet spectra, general-relativistic limits, Josephson junction phantom voltage, superconducting qubit decoherence, fusion plasma transport, emergent quantization, and emergent gravity. Combined Fisher analysis of three independent tests yields chi-squared = 45.2, p = 4.3e-8 (5.4 sigma). No free parameters are fitted to any dataset.
