Meta-Precision under Finite Capacity: Spectral Governance in Hierarchical Inference

Abstract

Adaptive systems operating under finite inferential capacity must redistribute precisionacross hierarchical levels, and such redistribution can generate structural instabilities as domi-nant modes approach criticality.
