Abstract
What is the most fundamental distinction in the architecture of existence? Energy-Efficiency Theory (EET) answers: the distinction between free-state energy and constrained-state energy. This paper — version 3.1 — develops the complete ontology of the two fundamental forms of energy as the \textbf{first pillar of the EET physical constitution}, now carrying the full axiomatic foundation of Core Rules v5.7. Part 0: Constitutional Foundations. For the first time, the ontology of the two forms of energy explicitly establishes the complete constitutional architecture upon which all subsequent physical ontology rests.
