P35 v1.0 The Same Parameter That Controls Neutron Stars Also Stops Black Hole Singularities

Abstract

Gravitational collapse in CCEGA arrests at ρ_c = 7.4 ρ_nuc due to G_eff → 0, preventing singularity formation. For M = 30 M☉: interior matter at R_final = 20.3 km, horizon at R_+ = 91.7 km (3.4% larger than GR), tidal charge q = −2.87×10¹² cm² from bulk Weyl projection. GW echoes predicted at t_echo ≈ 4.76 ms — distinct from 14 ms neutron star merger signal (P33). ρ_c governs cosmological bounce (P18), neutron star M_max (P34), and collapse arrest — triple cross-domain consistency.
