Certification & Mark Usage Policy v1.0: Certification Mark, Compliance Label, Authorized User, Suspension, and Revocation Policy for CAIS / Sal-Meter Systems

This document establishes the canonical policy governing certification marks, compliance labels, authorized-user status, suspension, revocation, and public-usage boundaries within the CAIS / Sal-Meter framework.
