Abstract

This document establishes the canonical governance standard for language control, designation conditions, usage boundaries, and restricted claims within the CAIS / Sal-Meter framework. It defines the formal rules for:(1) terminology fixation,(2) controlled designations,(3) reserved and prohibited claims,(4) compliance-language boundaries,(5) certification and mark-usage restrictions,(6) publication and contractor claim restrictions, and(7) derivative-system language control. Its purpose is not rhetorical limitation, but structural integrity: to prevent terminological drift, false compliance claims, premature certification claims, and unauthorized narrative capture of the framework.
