What Operational Time Is and Why It Matters

This note introduces Operational Time as developed in the Synkyria programme and explains why it matters for accountable viability under finite capacity. In the Synkyrian sense, Operational Time denotes a viability-structured temporal regime; it does not mean uptime, processing delay, execution time, or clock duration alone.
