Abstract

This foundational civics bridge artifact asks what must exist before later civic evaluation can lawfully compare, classify, frame, or score a civic object. The artifact argues that before later civic evaluation can proceed, one civic perturbation must first become one carryable evaluative case across variable readings. That singleness does not come for free from ordinary reference, shared text, binding content, or later scoring procedure. It must already exist before those later acts begin.
