This record provides the v1.6 release of Knowledge Governance Theory (KGT), the governance companion line adjacent to OPF Core v1.6. Knowledge Governance Theory v1.6 advances a deliberately bounded structural claim:public knowledge claims require explicit governance structure if challenge, incompleteness, revision, supersession, and non-final closure are to remain structurally legible without collapsing into false settlement, silent rewrite, memory-dependent dispute, or recursive paralysis.
