Abstract

This artifact provides open-source model legislation for administrative transparency, public memory, and structural anti-corruption disclosure. The model constructs a public-memory framework for major federal administrative actions. It proposes that agencies create Public Memory Records containing rationale chains, structural influence tables, deviation reports where applicable, historical practice tables, and bibliographic evidence summaries. It also proposes annual Public Memory Ledgers designed for civic comprehension, research utility, machine readability, and historical continuity.
