Description / Abstract:Recent experimental work by Angulo et al. (arXiv:2409.03680) reports that photons can exhibit a negative mean dwell time in an atomic medium. This independent preprint argues that the result is structurally consistent with the concept of Pre-Commit Information States in the Holographic Ledger framework. Version 0.9 is the citable release. It preserves the v0.8 Coherence-Integral formulation and associated falsification ladder, with references consolidated and DOI details checked. No quantum-mechanical causation at physiological scales is claimed. The contribution is framed as a falsifiable theoretical hypothesis, not as an established physical result.
