Abstract

This paper proposes a framework for an International Model Law for Artificial Intelligence Systems (IMLAIS), organized around three legislative domains: embodied AI, language model AI, and domain-specific AI applications. The central claim is architectural: the legality of an AI action should be determined by structural conditions—not by post-hoc rule application. Includes 32 articles with principle, normative, and technical specification levels. Reference implementation: LIN System.
