Abstract

This paper develops BU56 as a structural definition of common constraint and the meta-reality operator under Single-Universe Boundary Consistency, B_U. Its central claim is that B_U is not another local physical law or explanatory theory inside the projection stratum; it is the admission premise through which physical existence, evolution, readout, interpretation, and writeback become possible. Reality becomes explainable because it has already passed through fixed boundary, dynamic-completeness audit, microscopic zeroing, fast-slow orthogonality, finite projection, and settlement sealing.
