Abstract

This paper defines the SAFE-Matter™ Admissibility Engine, the deterministic evidential governance mechanism responsible for determining whether operational reliance upon a life-critical system remains justified at the exact moment execution occurs.The specification establishes the operational logic underlying SAFE-Matter™ and formalises the distinction between operational capability and operational admissibility.
