Abstract

SAFE-Matter™ is a runtime evidential governance framework designed for life-critical systems operating within environments where human safety, operational continuity, and execution reliability depend upon continuously valid operational conditions. This paper establishes the constitutional basis of the SAFE-Matter™ framework.
