SAFE-Matter™ is a constitutional runtime governance framework designed to determine whether operational execution authority remains evidentially admissible within life-critical and high-consequence systems at the exact moment reliance occurs.Conventional governance systems primarily regulate certification, compliance, procedural correctness, audit, inspection, and retrospective accountability.
