Abstract
TA-14 is the Admissibility-Before-Execution Architecture for consequence-bearing systems. TA-14 establishes that execution is not automatically admissible merely because a system can technically perform an action, because telemetry exists, because a workflow can proceed, because an AI model generated an output, because a policy engine approved a request, because a dashboard displayed operational status, because a runtime gate allowed continuation, or because a log was created after consequence already attached.
