Abstract
The TA-14 Promotion Boundary Doctrine defines one of the central governance principles within the TA-14 Admissibility-Before-Execution Architecture: Generation is not promotion. A system may generate an output, recommendation, classification, alert, risk score, route, environmental signal, workflow state, draft, proposed action, or candidate decision without that generated item being authorized for promotion into binding consequence, commit, execution, or accountable outcome.
