Abstract

This paper develops government structural reference infrastructure for AI and AGI environments. It addresses the need for public institutions to preserve reference continuity across public records, citizen submissions, administrative documents, authority-condition references, state histories, seal-reference contexts, role accountability records, economic references, and propagation-sensitive records without becoming dependent on a single AI provider, platform, model, or cloud environment.
