This paper develops a structural operating framework for the AI+AGI era as a non-executive meta-framework for coordinating generated outputs, records, roles, authority-condition boundaries, time-history references, and action-like candidate language across human, institutional, technical, and physical-digital environments. The framework does not operate as a conventional computing operating system. It does not execute outputs, approve actions, confirm evidence, grant authority, settle transactions, generate states, or replace human discretion.
