Abstract

Since 2022, the five jurisdictions surrounding the Rappahannock River fall line (Spotsylvania, Stafford, Caroline, and King George counties, and the independent City of Fredericksburg) have approved data center campuses totaling at least 5.4 gigawatts of reported capacity and roughly 44 million square feet of entitled building area. No regional body has added those numbers up. This case study does. The Fredericksburg ring is where the Northern Virginia diffusion wave crosses the river. Every project priced out of Loudoun or blocked in Prince William and moving south on I-95 passes through these five governments first, and since at least 2018 the five have held themselves to an identical $1.25 per $100 tax rate…
